Director of Communications

Justin Phillips is the Communications Director for the Office of Oakland Mayor Barbara Lee, where he brings a deep background in journalism, public engagement, and strategic storytelling. Known for his ability to connect with people and elevate underrepresented voices, Justin has long focused on shaping narratives that matter. Before joining City Hall, Justin spent nearly a decade at the San Francisco Chronicle where he made his mark as a columnist, one of very few Black opinion writers at a major newspaper on the West Coast. Justin earned a reputation for clear-eyed, deeply reported pieces on policing, housing, education, and the systemic forces reshaping the Bay Area. Holding power to account, and translating complex issues into stories that move people directly informs his approach to city government. He knows how to navigate tough questions, build public trust, and meet people where they are, whether it’s through a press conference or a town hall. As Communications Director, he’s focused on helping the Lee administration lead with clarity, accountability, and a commitment to keeping Oaklanders informed every step of the way.
