Community Engagement Manager - Arts and Culture

Uribe

Carlos Uribe is a seasoned community organizer with deep roots in Oakland’s civic, cultural, and grassroots landscape. He served as Interim Public Information Officer for Mayor Jean Quan from 2011 to 2012, leading citywide communications and public outreach during a pivotal period in Oakland’s history. From 2012 to 2022, Carlos served as Co-Chair and Board President of Oakland Pride, helping grow the celebration into one of the city’s most visible and inclusive cultural events. He also served as a Board Member of the Spanish Speaking Citizens’ Foundation (2015–2017), championing programs that uplift immigrant and Latino communities.

A former nightclub operator and small business owner, Carlos understands firsthand the power of art, music, and culture to activate public spaces and bring people together. He has long been a bridge between Oakland’s creative economy and its civic institutions—making space for joy, justice, and community voice.

Carlos is also a certified Alameda County Master Gardener and a proud East Oakland chicken-raiser. He has led numerous gardening and beautification projects throughout the city and regularly represents the County at public events, promoting food justice, environmental education, and urban sustainability.

In the Mayor’s Office, Carlos supports the coordination of citywide working groups, serves as a liaison to grassroots leaders and cultural communities, and leads citywide creative initiatives. He brings a joyful, hands-in-the-soil approach to community work—grounded in the belief that government should reflect the brilliance, diversity, and soul of the people it serves.
