Mayor Lee Celebrates Opening of The Phoenix, 100-Unit Affordable Housing Development in West Oakland
Bay Area's first 100% affordable housing project using modular construction opens in Prescott neighborhood

OAKLAND, CA – Mayor Barbara Lee joined community partners Thursday to celebrate the grand opening of The Phoenix, a new affordable housing development that brings 100 units of deeply affordable housing to West Oakland's Prescott neighborhood.
Located at 801 Pine Street, The Phoenix is a four-story building developed through a partnership between the East Bay Asian Local Development Corporation (EBALDC) and Abode Housing Development. The development is the Bay Area's first 100-percent affordable housing project to utilize modular construction technology, offering units ranging from studios to three-bedroom apartments for low-income residents.
"The Phoenix opens doors to opportunity, stability, and belonging for 100 Oakland families," said Mayor Lee. "Housing is a basic human right, and these new homes prove that affordable housing is about justice, ensuring the people who make this city vibrant can actually afford to live here. To the families who will call The Phoenix home – you belong here, and we fought to keep it that way. This is what we're building in Oakland: a city where working families, seniors, young people just starting out, and everyone in between can find their place."
The project emerged from the vision of the Prescott Neighborhood Council, which championed the site for housing use. Janelle Chan, CEO of EBALDC, served as emcee for the grand opening ceremony.
"EBALDC was honored to meet the vision of the Prescott Neighborhood Council who championed this space to be used for housing," said Chan. "We are excited for future residents to be in the community in Prescott and for the ability to be connected across West Oakland, Jack London, and even Oakland's waterfront."
The Phoenix marks the second affordable housing collaboration between EBALDC and Abode Housing Development in West Oakland this year. The organizations also partnered on Margaret Gordon West Port, a 58-unit development that opened in June approximately two miles from The Phoenix.
"The Phoenix will add much-needed affordable housing in Oakland, providing homes to those in need and strengthening the East Bay community," said Abode CEO Vivian Wan. "The solution to homelessness is a home – which is one of many reasons why we're thrilled to celebrate this new housing site with EBALDC and our other community partners."
Emily Weinstein, Director of the City of Oakland's Housing and Community Development Department, emphasized the project's community impact: "We are deeply excited to support this brand-new, 100% affordable housing development in West Oakland. Not only does the Phoenix offer homes for people exiting homelessness, but it also helps stabilize the larger community through deep affordability."
The development features three murals by Bay Area Mural Program (BAMP) artists honoring the site's history, including tributes to Captain William T. Shorey, the only African American ship captain on the West Coast in the late 19th century, and the Pullman Railroad Porters and Brotherhood of Sleeping Car Porters, the first African American labor union affiliated with the American Federation of Labor.

Oakland Continues To Be On The Move With Affordable Housing: Recently Launched Interactive Map Tracks Every Unit in the City's Portfolio
Affordable housing developments across Oakland can now be explored through the city's interactive mapping tools launched by the Housing and Community Development Department.
The City of Oakland Affordable Housing Portfolio interactive map allows users to explore Oakland's entire collection of affordable units - both completed projects and those in development - with detailed information including:
Project type and construction stage or year completed
Units by population served and income level
Developer and property manager information
Funding sources such as Measures U and KK
Location relative to public transit, fire zones, planning areas, and other city features
The Affordable Housing Data Dashboard provides a detailed look at the past five years of Oakland's affordable housing activity. The three-page interactive dashboard allows users to filter by year of completion, populations served, and level of income restriction to examine the city's production and preservation efforts.
Both tools are available on the city's Housing Policies, Plans, and Data webpage and will be updated quarterly.
